Subset of shares outstanding that is actually available for public trading — excludes blocks held by insiders (founders, executives, governments). A small float means higher volatility (few buyers, few sellers). Important for assessing a stock's liquidity.
A company has 100M shares outstanding, but the founder holds 40M he never sells. The float — shares actually available to trade — is only 60M.
A small float makes a stock more volatile: few shares change hands, so each order moves the price more. Very-low-float stocks can see sharp spikes and crashes.
